Sounds like the NYC drivers who can't handle anything falling from the sky ever, regardless of temperature. OTOH, one couple here hails from Colorado, where they only cancel school if it's actually blizzarding so hard that the plows can't get out. I guess it's all down to knowing how to cope and/or learning...
