They're pheasant feathers! Really long pheasant feathers. Compare: 



String real pheasant feathers on a wire core? If you trim sections of feather and match them up to get sufficient length, this might work.

It is possible to buy extra long pheasant feathers - up to 60"! They're expensive though.

I think your idea of feather sections strung on a wire core is a good one. The second website for the extra long feathers does say that the natural ones are damaged from being dragged on the ground while the pheasants were still wearing them. Wire would give you a stronger base to fasten them into the headdress too.
